SGB Members are Not qualified HR practitioners to hire teachers and school principals.

EUSA is calling for an establishment of the DoE Central Recruitment Offices in all Districts.

These offices will be responsible for the receiving & sorting of all applications, sifting and shortlisting of the deserving candidates and conducting interviews. They should be formed with district HR officials qualified for the job.

The establishment of these offices will further eradicate all corruption that we have been witnessing for decades in the process of hiring of schools teachers, Departmental Heads, Deputy Principals, Principals and even Directors.

EUSA demands on this is based on credibility which is something lacking in the current SGB based approach. As a result, many schools are headed by incompetent, corrupt and bully principals colluding with the SGBs to loot the finances allocated to schools.
Many school principals pay bribes to SGBs to get the posts and render themselves vulnerable to perpetual favours to the SGBs that knows how they got the posts. This kind of corruption makes schools another corruption-infested entities. Communities are shielded out by the SGBs and corrupt principals from playing any meaningful role in trying to cover their corruption from being uncovered.

To root out this kind of paralysis, EUSA is of the view that Districts rotational recruitment offices are the answer. In this proposed approach, HR officers from a distant district would be brought in for a determined period to deal with HR process of another district and leave once done with the hiring. For example, HR officers of Ethekwini district will go to Uthukela district and vice versa. This approach will minimize the rampant corruption that end up getting incompetent undeserving people into posts.

EUSA is ready to provide more details of its proposed approach to salvage whatever little integrity and credibility to the hiring of schools based personnel.
